Overview

To provide leadership, planning, development, communication, implementation and evaluation of the annual district budgets and to oversee the treasury functions.

Responsibilities and Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree in accounting, finance, business administration, or related field from an accredited institution. CPA or master’s degree preferred.
  2. Seven (7) years of accounting, finance, or budget experience to include three (3) years of experience in a supervisory position.
  3. Experience in a school district or other governmental agency using governmental accounting.
  4. Demonstrated ability to recruit, select, and evaluate professional staff.
  5. Experience using financial, HRIS or budget software comparable to SAP preferred.


The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

Ability to interpret and enforce school board and administrative rules; ability to analyze data and communicate the information; working knowledge of electronic spreadsheets; working knowledge of position control systems. Knowledge of and commitment to decentralized decision-making and accountability for results. Knowledge of teaching and learning processes. Knowledge of organization and management theory and practice.

SUPERVISES: Administrator, Office of Management and Budget; Director, Payroll Services; Director, Office of Management and Budget; Director, Treasury Services; Senior Business Analyst (2); Senior Administrator, - Capital Analyst; Senior Specialist.

PHYSICAL REQUIREMENTS:

Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES:
* Manifest a professional code of ethics and values.
* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
∗ Support the CFO in managing all operations and functions within the section consistent with district goals.
∗ With the CFO and other staff, develop plans and identify expected goals for the section.
* Direct, oversee and evaluate department personnel regarding productivity in achieving and supporting district goals.
* With the Chief Financial Officer and other staff, plan and implement a system of feedback and evaluation regarding the effectiveness of the section as perceived by the users of their services.
* Prepare the budget calendar and timelines.
* Direct the preparation of revenue and appropriations forecasts for schools, departments, categorical programs, system-wide and districtwide cost centers for the district’s annual operating budget. Direct the preparation of revenue and appropriations forecasts for the capital budget and the 10-year Capital Improvement Plan. With the Chief Financial Officer prepare budget and capital presentation to the Orange County School Board
* Participate in the budget public hearings
* Management of the district’s fund balance and financial condition ratio to ensure fiscal resilience.
* Direct the preparation of revenue and appropriation forecasts for the debt service, special revenue, internal service and other budgets.
* Direct the preparation of the preliminary, recommended and final budget document and necessary legal advertisements and board resolutions.
* Review the operating budget monthly, comparing expected versus actual revenues and expenditures.
* Direct the application of the budget lifecycle including the budget recalculation process.
* Communicate budget practices and information with all work locations.
* Provide supervision and direction of the cash and investment management operations of the district.
* Oversee any debt issuance, debt refinancing, and existing debt management.
* Participate in the development of budgetary information as needed for labor negotiations.
* For specific area of accountability, fulfills the role of Data Steward; maintains the business elements of the district’s data dictionary, establishes data definitions, has decision making rights for security and access, institutes procedures for timely and accurate collection, resolves data discrepancies, and determines how data is reported. Is an active member of the Data Management Working Group (DMWG)
* May be required to serve as a Disaster Incident Management Team (DIMT) member during a disaster or emergency caused by severe weather, fires, power failures, pandemic, or event challenging our security.
* Foster and sustain effective working relationships with internal and external auditors, including the Auditor General, to support transparency, compliance, and continuous improvement in financial practices.
* Partner with State reporting and other counterparts/other school districts to strategize and implement reasonability reports that enhance the accuracy of FTE data.
* Provide strategic oversight of the SAP business system.
* Active member of the Employee Benefits Trust.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

Perform other duties and responsibilities as assigned by the supervisor.

* Essential Performance Responsibilities

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
