Overview

To assist in providing safe, efficient, and professional transportation services for OCPS students.

Responsibilities and Qualifications

QUALIFICATIONS:

 

  1. Bachelor's degree from an accredited institution or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential functions.
  2. Five (5) years of successful licensed driving experience required, to include three (3) years of experience in training, facilitating, and delivering professional development to adult learners.
  3. One (1) year of management or leadership experience preferred.
  4. One (1) year of experience working in Exceptional Student Education (ESE) preferred.
  5. One (1) year of experience in transportation operations, safety, and training or related transportation field preferred.
  6. Active driver’s license required. Valid commercial driver’s license class “B” with passenger and school bus endorsements preferred or must be able to obtain within 120 days of employment.
  7. Crisis Prevention Program certification through CPI preferred or must be able to obtain within the first year of employment (subject to change based on training availability).
  8. CPR/First Aid Instructor certification preferred or must be able to obtain within the first six (6) months of employment (subject to change based on training availability).
  9. The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of all facets of transportation operations management, special needs and safety preferred; demonstrated leadership and management ability; skill in the application of principles of personnel supervision; effective oral and written communication skills; knowledge of computer systems; ability to apply principles of Continuous Quality Improvement (CQI) in daily activities; knowledge of applicable county, state and federal transportation regulations; ability to conduct accident investigations; skill in preparation of routine correspondence in support of transportation services. Must possess the ability to obtain and maintain a valid commercial driver’s license class “B” with passenger and school bus endorsements.

Machines, tools, equipment, electronic devices, vehicles, etc., are used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, Copier

 

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally and/or up-to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

WORKING CONDITIONS:

 

Conditions the worker will be subject to in this position.

 

Indoors and Outdoors:  The worker is subject to both environmental conditions.  Activities occur inside and outside.

 

Required to drive as part of training functions for demonstration purposes.

 

PERFORMANCE RESPONSIBILITIES:

 

  • Manifest a professional code of ethics and values.
  • Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
  • Model the routine, intentional and effective use of technology in daily work, including communications, organization, and management tasks.
  • Responsible for the management of all operations within the safety and training unit consistent with district priorities and district expected ends/results.
  • With and through staff, develop plans and identify expected outcomes/results for each section of the unit.
  • Coach and/or mentor subordinates.
  • Supervise Training Department staff in the accomplishment of daily assignments.
  • Interview, counsel, evaluate and recommend employment and termination of bus operators and monitors.
  • Ensure all bus operators and bus monitors comply with the applicable county, state, DOE, DOT, school board policies, statutes, and directives.
  • Coordinate with administrators, principals, parents, and students, as well as bus operators and bus monitors, to improve safety and quality of transportation services.
  • Oversee compliance of bus operator training and dexterity testing.
  • Ensure all bus operators comply with physical examination requirements.
  • Conduct and coordinate instructional training sessions for bus monitors and bus operators to meet all federal, state, and county transportation statutes.
  • Perform mediation with union representatives for level I and II grievances.
  • Serve as liaison with school officials, law enforcement personnel, or district staff for incidents of vandalism, assaults, child neglect/abuse, drug/alcohol abuse, or vehicular accidents.
  • Perform miscellaneous supervisory duties, including records management, office management, investigations, budgeting, and public relations support.
  • Responsible for keeping up to date on current issues with disabilities and ESE policies.
  • Serve as Transportation Services expert on disabilities and wheelchair management to assist Area Managers.
  • Coordinate and review training materials and Transportation Operations Handbook to ensure they are up to date and meet state requirements.
  • Coordinate and conduct special training events.
  • Coordinate annual Fall Conference Training for bus operators and bus monitors.
  • Investigate safety complaints and concerns. Advise the appropriate area manager of findings to correct the safety concern.
  • Utilize district crash database and work with manager of the Safe Driver Plan to analyze crash reports to determine additional training needs for bus operators to improve safe driving.
  • Provide monthly statistical reports on training activities and crashes.
  • Observe and evaluate driver performance as needed.
  • Review training classes and assist driver trainers with presentations for training classes.
  • Produce PowerPoint presentations for training classes and perform class instruction as needed.
  • Continually research and evaluate industry standards for safe student transportation and incorporate new procedures into the District Training Program.
  • Follow the district's policies and procedures as related to all HRMD guidelines and the district's instructional initiatives.
  • Follow the district's policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in the current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by the supervisor.

TERMS OF EMPLOYMENT:

 

Non-bargaining unit compensation plan, twelve months, may have some seasonal requirements to work beyond a normal business day. The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

 

EVALUATION:

 

Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
