Overview

Works with CTE senior leadership team to ensure long-term enrollment growth in the CTE department, through development of a strategic marketing, recruitment, and enrollment management program. Works within the philosophy and framework of the OCPS Director of community relations function.

Responsibilities and Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree in business, marketing, journalism, public relations, communications, education or related field from an accredited institution or equivalent combination of training and experience. Master’s degree preferred.
  2. Five (5) or more years of progressively responsible experience in education, marketing, sales management or strategic communications planning, of which three years must have been in a management capacity. Experience in developing, managing and evaluating long-term marketing and recruitment of programs.
  3. Prior experience with budgetary oversight and management of external vendors involved in providing professional services and experience leading, directing and evaluating sales/recruitment teams.


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the postsecondary educational market. Knowledge of contemporary sales and marketing techniques used in the postsecondary environment. Strong interpersonal and communication skills necessary to develop, implement and evaluate district-wide marketing, promotional and recruitment activities for career and technical education. Ability to build consensus and work with all levels of an organization. Ability to develop long-term strategic plans. Ability to work with senior management on complex issues. Ability to align marketing and enrollment management processes with the strategic interests of the district and the community. Ability to critically assess and make improvements to various departments engaged in prospect identification, interaction and enrollment. Working knowledge of the following areas:

  • Market research and population analysis
  • Microsoft software applications
  • Direct response advertising leading to lead generation and database development
  • Postsecondary and secondary educational administration
  • Customer relationship management
  • Sales and business development

PHYSICAL REQUIREMENTS:

PERFORMANCE RESPONSIBILITIES:
* Manifests a professional code of ethics and values.
* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
* Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
* Manage all functions and services consistent with district goal and priorities, with staff, develop plans and identify expected goals for each unit within the department.
* Direct and evaluate the performance of each direct report staff member regarding his/her productivity in achieving expected goals.
* Plan and develop a system of feedback and evaluation regarding the effectiveness of the marketing, recruitment and enrollment management function as perceived by the users of the department’s service.
* Develop, plan and direct the district’s CTE student recruitment strategies and activities designed to enhance OCPS’ ability to attract and retain students.
* Direct and evaluate recruitment efforts for technical center and industry services market.
* Develop presentations designed to promote and market the CTE program offerings, videos and marketing tools using internal and external resources.
* Develop, maintain and analyze statistical reports related to recruitment strategies and activities, adjusting strategies when identified.
* Organize district’s participation in CTE student recruitment fairs and activities.
* Coordinate CTE’s involvement and attendance at all job fairs and other functions for the purpose of identifying viable candidates for all programs and to enhance support to area business community.
* Direct the development, creation and dissemination of news releases, advertisements and of all recruitment materials.
* Plan and direct a system of feedback and assessment of recruitment services as perceived by the users of these services.
* Keep the Executive Leader informed of critical issues within the department and incidents about which he/she should be aware.
* Provide district leadership through sharing knowledge and expertise regarding current trends best practices, and promising innovations in educational programs and processes in recruitment. Work with the director of community relations to direct the planning, development, implementation and maintenance of a CTE media relations program that will increase the public’s awareness of the purpose and goals of the district’s operations and expected results/outcomes including the degree to which these results/outcomes are achieved.
* Direct the planning, development and implementation of strategies facilitating the distribution of district CTE information to parents and the community at large.
* Develop and enhance the CTE’s internet presence.
* Direct the development, design and editing of publications which promote general understanding of the district’s CTE programs.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

* Essential Performance Responsibilities

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
