A senior management position within Safety and Emergency Management’s Office of Emergency Management and Business Continuity responsible for leading regional emergency preparedness programs. Serves as an emergency management subject matter expert. Position will play an integral role in supporting a highly regarded team of emergency management and business continuity professionals working in partnership to build organizational resilience to adverse events.

KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrated knowledge and experience in applying advanced emergency management and business continuity principles and practices. Ability to lead various emergency management prevention, mitigation, preparedness, response, and recovery activities across organizational lines. Experience in developing, implementing, and delivering comprehensive emergency preparedness programs. Prior experience designing and instructing various emergency management, business continuity and safety-related training courses. Background in managing compliance and reporting requirements for mandatory emergency preparedness standards.
Extensive background in developing, delivering and/or facilitating emergency preparedness drills and exercises. Proficiency in the use of standardized incident management software such as WebEOC. Experience serving in an official incident management capacity during a formal activation. Prior experience in developing grant proposals and managing grant programs. Possess strong coalition-building skills capable of developing collaborative relationships with diverse external and internal cohorts. Excellent conceptual and critical thinking skills. Possess strong analytical, problem identification and resolution capabilities. Clear capacity to communicate verbally and in writing, effectively presenting ideas and providing plans, policies, and procedures in a clear and concise manner to internal customers, team members and senior leadership. Able to consistently demonstrate a high degree of accountability, personal integrity, and emotional maturity. Proven ability to effectively, continuously and discreetly work with confidential and potentially sensitive information. REPORTS TO: Assistant Director, Emergency Management and Business Continuity
SUPERVISES: In the absence and/or in support of the Assistant Director – Emergency Management and Business Continuity may intermittently assist in the supervision of unit personnel and those assigned to the unit during emergent events and critical incidents.
MACHINES, TOOLS, EQUIPMENT:
Machines, tools, equipment, electronic devices, vehicles, etc., used in this position to include automobile, computer, telephone, computer, copier, integrated copier/fax/imager, two-way radios, teletype, video-intercom device, whiteboard system, etc.
Must be able to use personal protective equipment and other public safety equipment as provided by the district. Position requires incumbent to possess a valid Florida driver’s license and proof of insurability at all times. Incumbent must maintain access to a cell phone and motor vehicle (personal or agency) on a regular basis.

WORKING CONDITIONS:
Conditions the worker will be subject to in this position.
Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.
Duties require the ability to respond to incidents after hours, and work extended hours on site, possibly under difficult and trying circumstances. Must maintain 24-hour availability via a wireless device capable of voice and data communications. The incumbent will be considered “critical personnel” subject to being called back to the office or a district location at all times.
Duties may expose individual to personal risks as they observe and report details relating to potential and actual hazards, incidents and/or emergencies. Position requires incumbents to work in all weather conditions, under extreme temperatures, around chemicals, chemical fumes, bio- hazards and electrical and mechanical hazards.
Position may be required to periodically work evening and weekend hours to manage department operations during extracurricular activities, incident activations, special events, town hall meetings and other functions as required by district-wide activity.
May be assigned to the district Emergency Operations Center during activations requiring extended work hours. Incumbent is also subject to being embedded as an agency representative in an external agency Emergency Operations Center. Assignments are at the discretion of department leadership.

Conducts training, assesses effectiveness, and recommends improvements. Provides technical assistance and training to site administrators. Ensures compliance to district training standards.
∗ Administers regional emergency drill and exercise program. Supports development and implementation of forward leaning practices and protocols. Participates in emergency drills and exercises; assesses effectiveness and recommends improvements. Provides technical assistance and training to site administrators. Ensures compliance to emergency drill and exercise standards.
∗ Administers regional School Emergency Response Team (SERT) and Floor Captain (FC) programs. Participates in SERT and FC drills, exercise and training activities to gauge capabilities, provides technical assistance and improves performance. Ensures compliance to district SERT and FC standards.
∗ Serves as a regional early warning coordinator responsible for monitoring, assessing, and reporting threat conditions. Maintains situational awareness of emerging adverse events and developing severe weather. Liaisons with the district Emergency Operations Center (EOC) during actual emergencies. Provides direct support to affected site administrators.
∗ Staffs the Emergency Operations Center (EOC) during periods of activation. Under the leadership of the assistant director, maintains operational readiness of the EOC at all times. Administers the district’s incident management application.
∗ Collaborates with community stakeholders to continuously assess, evaluate, and improve the district’s ability to prevent, mitigate, prepare for, respond to, and recover from all hazards whether man-made or natural. Develops methods that promote collaboration, and a shared responsibility for community and school safety.
∗ Reinforces the National Incident Management System (NIMS) and Incident Command System (ICS) in all emergency preparedness programs.
∗ Participates as a member of department leadership in applying for and managing external emergency management grant funding.
∗ Works to develop and maintain an internet and social media presence in support of the district’s emergency preparedness activities. Seeks to promote general awareness and support for emergency preparedness programming throughout the district.
∗ Represents the school district in various working groups and fosters positive relationships within these cohorts.
