QUALIFICATIONS:

  1. Bachelor’s degree from an accredited college or university, or an equivalent combination of education and experience in a planning and/or real estate office which provides the required knowledge, skills and abilities to perform the essential job functions.
  2. A minimum of two (2) years of work experience in an administrative position involving public interaction, customer service and working closely with management in related areas. Prefer at least two (2) years in a school district planning and/or real estate office.
  3. Demonstrated success working with people to establish goals, objectives, and action plans to produce expected results.
  4. Experience using Microsoft Access, Excel, Word, and ESRI Geographic information Systems (GIS). Associate’s degree from an accredited college or university, or an equivalent combination of education and experience in a planning and/or real estate office.


KNOWLEDGE, SKILLS AND ABILITIES:
Assist facilities planning team in ensuring all residential development applications are reviewed and meet standards contained in the Interlocal Agreement. Help prepare applications for land use entitlements for future school sites. Demonstrate knowledge of local government development review process and understanding of how public school facilities are part of that process. Advanced knowledge of Microsoft Office and Geographic Information Systems (GIS), as well as working knowledge of database applications.

PHYSICAL REQUIREMENTS:

WORKING CONDITIONS:

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES:
∗ Manifests a professional code of ethics and values.

∗ Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
∗ Assist in the facilitation of a seamless development review process: prepare SDRC reports and school board support documents, communicate with applicants, track dates, maintain project files and Access Database, etc.
∗ Assist with the preparation of land entitlement applications and related documents, including but not limited to property research, site plan review, and public notification.
∗ Use Geographic Information Systems (GIS) to create maps for inclusion in documents and reports and to conduct research and analysis on a variety of projects.
∗ Maintain electronic calendar of payment due dates, agreement expirations, etc. as well as a task list and contact list to ensure smooth oversight of the department’s development review process.
∗ Monitor impact fee and mitigation payment transmittals from local governments and third parties, ensuring documentation is provided and the transmittal amounts are valid.
∗ Performs routine tasks including meeting coordination and scheduling, file maintenance, and other duties as assigned.
∗ Update and maintain department website.
∗ Review agendas, staff reports and applications to local governments for land use, rezoning, subdivision and other appropriate development proposals to determine if school capacity and other school-related issues are addressed.
∗ Create finished documents including project summaries, meeting agendas, meeting minutes, spreadsheets, and presentations.
∗ Provide technical assistance and information to staff and the public in the administration of specific planning functions.
∗ Research, compile, and distribute information on a variety of school planning issues from multiple sources.
∗ Participate in special projects that bring together OCPS departments and/or outside agencies.
∗ Manage all operations and functions within the unit consistent with district goals.
∗ Interface with OCPS departments including Construction Planning, Facilities Planning, Maintenance, Construction Services, Fiscal, ITS, Safety, Transportation, and other units, as required.
∗ Follow the district’s policies and procedures as related to the capital building program.
∗ Provide complete and accurate reports in accordance with the department requirements.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
