To seek, secure, and steward external funding and monitor grant funds for compliance in accordance with district, state, and federal regulations.
QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrated skill and experience in all stages of grant proposal development and post-award reporting and stewardship. Demonstrated knowledge of local, state, federal, and corporate grant development processes, preparation and compliance practices and regulations, and ability to facilitate processes pre-award to post-award. Demonstrated knowledge of how to research potential funding opportunities. Knowledge of and ability to use, create, manipulate, and analyze data within Excel spreadsheets and database systems. Knowledge of school finance, particularly in the area of project budget development, set-up, and monitoring for compliance. Ability to collaborate and communicate effectively with internal and external stakeholders in grant proposal development and compliance reporting. Demonstrated ability to facilitate group processes, engage in conflict resolution, planning, and decision-making to build consensus. Demonstrated skill and experience in writing and presenting information in a variety of formats to administrators, teachers, support staff, parents, business partners, and members of the community. Ability to interpret state board rules and school board policy. Ability to perform technical writing including grant proposal development. Ability to train others in writing grant application development and compliance reporting procedures. Ability to assist with the preparation of grant applications and facilitate processing from inception through project closeout.

* Provide leadership and technical assistance, upon request, to teams from schools and district departments with developing grant proposals.
* Prepare high-quality grant proposals in support of school district initiatives and needs.
* Coordinate the process for the administration and management of grants, contracts and special projects from pre-award to post-award and assure compliance with district and state policies and regulations.
* Manage a workload that consists of school and district-based grants and special projects.
* Supervise and coordinate the development and compliance monitoring process for federal, state and local and corporate grant-funded projects, as needed.
* Work with and through people to develop compliance and accountability systems to ensure state and federal categorical programs comply with applicable rules and regulations.
* Monitor the compliance of grant-funded projects for the department and assist grant managers with funding source guidelines.
* Prepare and provide information, documents, and resources to grant managers and stakeholders regarding grant opportunities and compliance regulations.
* Provide support to school and district leadership regarding federal, state, and local guidelines and best practices in compliance with regulations in support of grant initiatives.
* Collaborate with other district divisions and departments (e.g., Legal Services, Finance, Federal Programs, and Human Resources), the Foundation for Orange County Public Schools, and external stakeholders to ensure compliance with all initiatives.
* Establish and maintain partnerships with city, county, state, federal, and community-based organizations for grant funding and collaboration opportunities.
* Serve as the district’s liaison for community agency meetings and events on grant-funded projects, as needed.
* Support clear lines of communication and dissemination of information with all stakeholders.
* Provide guidance and oversite to department staff ensuring grant compliance internal and external sites and databases are maintained.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Support data collection for grant programs and assist in the preparation of midterm and final reports that detail the continuation and statuses of grants.
* Evaluate department staff in terms of their performance responsibilities and provide job-embedded professional development that is directly related to the growth of their leadership skills and their performance responsibilities.
* Ensure updated documentation is produced and available for audit and all processes directly related to areas of responsibility.
* Follow the district’s policies and procedures as related to all HRMD guidelines and the school district’s charter guidelines.

* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
