Overview

To provide thorough investigations into allegations of child abuse and other employee misconduct, guidance to principals, managers, and supervisors in the interpretation of contract language, policy and procedures, employee discipline, and performance matters.

Responsibilities and Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree from an accredited institution.
  2. Five (5) years of experience in investigations. Additional years of investigative experience in an education setting, local, state, or federal agency preferred.


KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of organization and management theory and practice. Knowledge of current educational trends and research. Knowledge of group dynamics. Knowledge and commitment to decentralized decision-making and accountability of results. Ability to read, interpret and enforce State Board Rules, school board policy, federal and state laws governing employee misconduct. Knowledge of or training in investigative practices and procedures relating to employee misconduct. Knowledge of or training in civil and criminal court procedures and records retrieval. Knowledge of Human Resources rules, regulations, and policies such as ADA, FMLA, EEO, Workman’s Compensation, and labor contracts. Ability to understand and enforce collective bargaining agreements to include grievances, arbitrations, and mediations. Ability to use effective public relations skills. Ability to analyze data. Ability to use effective interviewing techniques, investigative techniques, coaching, and evaluation procedures. Ability to analyze and resolve complex investigations and interpersonal conflicts. Ability to use public speaking skills effectively. Ability to work and communicate effectively with people through written and oral communication towards the achievement of district goals. Understands that quality teaching and learning are an essential process and product of public schools and has the ability to focus Professional Standards resources toward this goal. Ability to use memory and analytical skills to successfully complete investigative assignments. Ability to pay attention to detail and to ensure accuracy and completeness of all investigative material. Very good interpersonal/relationship management skills. Conflict resolution skills. Teamwork and networking with a broad array of internal and external contacts at all levels (i.e., general public, law enforcement agencies, various government agencies). Demonstrated ability to work in stressful situations over long periods of time. Ability to multitask and to provide sound advice on investigative strategies. Ability to manage large caseloads.

PHYSICAL REQUIREMENTS:
Describes physical conditions of this position.

WORKING CONDITIONS:
Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES:
* Manifest a professional code of ethics and values.
* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
* Conduct investigations concerning complaints, and allegations of employee impropriety, misconduct, or unethical conduct as assigned.
* Compile investigative material and prepare an investigative summary for review by the Director/Assistant Director of Professional Standards.
* Receive employees of Orange County Public Schools or interested members of the public, individually or in groups, formally or informally, to hear inquiries, complaints, allegations, and/or problems.
* Receive anonymously reported concerns, complaints, and/or allegations of employee impropriety, misconduct, or unethical behavior.
* Research and obtain law enforcement and case disposition documents.
* Make recommendations for resolution of assigned cases to the Assistant Director of Professional Standards.
* Coordinate District investigations and cooperate with law enforcement or other appropriate agencies, when applicable, involving allegations of employee misconduct.
* Testify in administrative or criminal proceedings and procedures, as required.
* Provide technical and physical assistance in the conduct of building level or work site investigations involving employees.
∗ Provide direction and guidance to principals, managers, supervisors and other work locations ensuring that they are consistent with OCPS policies and procedures, Collective Bargaining Agreements that are necessary to address performance, employee misconduct and ethical issues in the workplace.
∗ Provide testimony at arbitrations, unemployment hearings and DOE hearings.
∗ Provide technical support to DOE-PPS (Office of Professional Practice), DCF- (Department of Children and Family) and Law Enforcement.
∗ Provide thorough investigations into allegations of child abuse and other employee misconduct, guidance to principals, managers and supervisors in the interpretation of contract language, policy and procedures, employee discipline, and performance matters.
∗ Responsible for interviewing victims, witnesses, and reporting parties to obtain information necessary to conduct a complete and thorough investigation, analyzing details of cases and producing accurate and detailed reports.
∗ Provide assistance, expertise, and support services upon request, to work locations with their implementation of Professional Standards programs and services in terms of their effectiveness in supporting the learning communities to achieve district goals.
∗ Provide assistance, technical expertise and support services, upon request, to schools to help them achieve district priorities as they relate to his/her unit.
∗ Provide technical support to district legal counsel regarding grievances, arbitrations, mediations and other Professional Standards matters.
∗ Provide training identified as necessary for districtwide consistency and standardization.
∗ Provides staff with interpretations of collective bargaining agreements and school board policies, rules and administrative procedures which are related to collective bargaining, to assist in achieving expected district priorities and goals.
∗ Keep the Assistant Director-Professional Standards informed of critical issues within the department and incidents about which his or her supervisor should be aware.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

Perform other duties and responsibilities as assigned by supervisor.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
