Overview

A management position within OCPS District Police portfolio responsible for the collection, analysis and reporting of crime, security, student discipline and related data in support of the department’s strategic and tactical objectives. The position will be a member of a highly regarded team of police and public safety professionals.

Responsibilities and Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree from an accredited institution of higher education; or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills, and abilities to perform the essential job functions.
  2. Two (2) years of experience as a crime analyst, criminal intelligence analyst or similar within a public or private sector environment equal in scope to the duties and requirements of the position.
  3. Special Requirements:
  4. Must obtain Florida Crime Information Center (FCIC) and National Crime Information Center (NCIC) Level 2 User certification and training within 6-months of hiring as a condition of employment. Incumbent must maintain certification throughout employment in this position.
  5. Must obtain Intelligence Liaison Officer Certification within 6 months of hiring as a condition of employment. Incumbent must maintain certification throughout employment in this position.
  6. Must possess and maintain a valid Florida driver’s license.
  7. Experience as a crime or criminal intelligence analyst working within a data-led policing environment preferred.
  8. Must successfully pass a comprehensive background assessment which includes a criminal history check, drug screen, fingerprinting, testing and related selection criteria. Candidates may not possess any felony convictions or misdemeanor convictions related to moral turpitude or gross misconduct.


TERMS OF EMPLOYMENT:
Non-bargaining Unit Compensation Plan, twelve months, 8.0 hours per day. Incumbent shall be subject to specialized training, background reviews and confidentiality and compliance requirements as outlined by the Florida Department of Law Enforcement (FDLE) and other criminal justice agency user agreements so as to fulfill the duties of the position. The incumbent is considered to be “essential personnel” subject to being held over or called back to a district work location or alternate site at all times. Incumbent may be assigned to the other operational support venues as deemed necessary by department leadership. Position shall be exposed to confidential, restricted, and highly sensitive information requiring the utmost discretion and compliance with all administrative rules, directives, policies, procedures, regulations, and statutes governing its distribution.

KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated ability to collect, analyze and disseminate data and other information to support organizational decision-making. Ability to use criminal justice information systems and other complex relational databases to achieve results. Knowledge of mandatary criminal justice compliance and reporting requirements (i.e., Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics, Uniform Crime Report, etc.). Ability to work with GIS crime mapping software to graphically identify and depict crime-related patterns and trends. Ability to conduct statistical analyses and modelling. Proven ability to apply principles of continuous improvement and quality assurance within the work environment. Demonstrated project management skills and proven ability to move assigned projects from concept to implementation within the allotted timeframes. Possesses strong analytical, problem identification and resolution capabilities. Ability to communicate verbally and in writing, effectively presenting findings and ideas in a clear, concise, and understandable manner. Demonstrated ability to establish and maintain cooperative, healthy, and productive working relationships with co-workers and others engaged in the course of work. Ability to consistently demonstrate a high degree of accountability, personal integrity, and emotional maturity. Demonstrated ability to work with confidential, restricted and/or potentially sensitive information effectively, continuously, and discreetly. REPORTS TO: Police Captain

SUPERVISES: In the absence and/or in support of the Police Captain may intermittently and/or regularly assist in the supervision of Communications and Records Unit staff and contracted personnel resources.

MACHINES, TOOLS, EQUIPMENT:
Machines, tools, equipment, electronic devices, vehicles, etc., used in this position to include computer, dispatch consoles, district vehicles, telephone, computer, copier, integrated copier/fax/imager, two-way radios, teletype, video-intercom device, whiteboard system, etc.

Must be able to use personal protective equipment and other law enforcement/public safety/security equipment and technology as provided by the district. Position requires the incumbent to possess a valid Florida driver’s license and proof of insurability at all times. Incumbent must maintain access to a motor vehicle (personal or agency) on a regular basis.

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

At times may be required to climb stairs and ladders, move and/or climb over obstacles, run, lift heavy objects and work extended or variable hours and under conditions as required by the specific situation or emergency.

Note: Will total more than 100 percent as several activities may be performed at one time.

WORKING CONDITIONS:
Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

Duties may require the ability to respond to incidents after hours, and work extended hours on site, possibly under difficult and trying circumstances. Must maintain 24-hour availability via a wireless device capable of voice and data communications. The incumbent is considered “essential personnel” subject to being called back to the office or a district location at all times.

Duties may expose individual to personal risks as they observe and report details relating to potential and actual hazards, incidents and/or emergencies. Position may require incumbents to work in all weather conditions, under extreme temperatures, around chemicals, chemical fumes, biohazards, electrical and mechanical hazards.

Position may be required to periodically work evening and weekend hours to staff vacancies, supervise assigned staff and support department operations. May be assigned to an off-site location.

∗ Responsible for the collection, analysis and reporting of crime, security incidents, student discipline and related data in support of the department’s strategic and tactical objectives.
∗ Support the department’s threat management program through the monitoring, gathering, interpreting, organizing, and prioritizing of multi-source intelligence information.
∗ Collect, analyze, and validate data from various sources to assist department leadership in meeting mandatory reporting and regulatory compliance requirements.
∗ Employ the use of complex statistical analysis to identify correlations, patterns, series and trends in school-based criminal, security, and student disciplinary activities.
∗ Utilize GIS mapping software to graphically identify and depict crime, security and student discipline related patterns, relationships, and trends.
∗ Provide regular briefings to educate and inform staff on emerging crime and intelligence related trends using bulletins, charts, graphs, maps, statistical reports, and similar methods.
∗ Establish standardized data collection and reporting practices for the department; train staff in approved processes and conduct audits to ensure compliance.
∗ Provide analytical and research services to department leadership, and support specialized assessments and studies as directed.
∗ Administer the department’s crime analysis and intelligence databases and software ensuring data system integrity and security.
∗ Collaborate with others in developing business cases to secure authorization and funding in support of information analysis programming.
∗ Represent school district on various working groups, maintain close professional relationships with local counterparts and participate in relevant professional associations.
∗ Lead program/service assessment, quality improvement and/or special study projects as assigned.
∗ Contribute to the development of standards and practices that ensure the department’s position as a model school district safety and security organization.
∗ Assist in the overall administration and management of departmental budgets, personnel, programs, resources, and strategic initiatives to ensure that priorities are established and satisfied.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.
