Responsible for coordinating and performing business operations within Building Code Compliance. Position collaborates closely with internal and external agencies/departments. Responsible for construction, inspection contracts and tracking.

KNOWLEDGE, SKILLS, AND ABILITIES:
Experience in a wide array of administrative and fiscal services as well as internal business operations. Knowledge and experience in coordinating complex compliance and reporting requirements. Ability to effectively oversee records management and retention processes and systems. Demonstrated experience in supporting online resources such as collaboration sites, social media resources and websites. Exposure to applied building code compliance management practices is highly desirable. Ability to apply continuous improvement principles within the work environment. Excellent project management skills and demonstrated ability to work effectively within cross-functional teams. Possesses strong analytical, problem identification and resolution skills. Excellent verbal and written communication skills. Ability to, interpret, translate and apply state and local code compliance requirements. Organization, time management and prioritizing skills are essential.

MACHINES, TOOLS, EQUIPMENT:
Machines, tools, equipment, electronic devices, vehicles, etc., used in this position to include automobile, computer, copier, integrated copier/fax/imager, telephone, two-way radios, teletype, video-intercom device, whiteboard system, etc.
Position requires incumbent to possess a valid Florida driver’s license and proof of insurability at all times. Incumbent must maintain access to a motor vehicle (personal or agency) on a regular basis.

PERFORMANCE RESPONSIBILITIES:

∗ Oversee the department’s internal business operations within Building Codes, to ensure all functions and tasks are completed in accordance with applicable standards.
∗ Analyze, implement and monitor internal business processes to ensure efficiency and systems are in place.
∗ Coordinate compliance and regulatory reporting requirements for the department. Implement and monitor processes and procedures to support compliance functions. Prepare reports, submit approved documents, and maintain related records.
∗ Assist in the development of strategy documents, surveys, metric definitions, and scorecards. Organize information to ensure that staff is educated on the processes.
∗ Oversee the department’s fixed asset inventory process. Ensure systems are in place, conduct audits, lead internal inventory teams, resolve variances, compile reports, and maintain records.
∗ Monitor and organize all processes relating to legal documents, inspections, building codes, records, and reports.
∗ Ensure that all directives, standard operating procedures, and processed comply with internal guidelines. Conduct periodic quality assurance and quality control reviews.
∗ Manage complex competitive solicitation processes, purchase order processes and other assigned projects. Handle and monitor inventory of supplies within the department.
∗ Prepare, evaluate, and negotiate contracts that involve various agreements, purchase orders, and goods.
∗ Consistently monitor/process and respond to departmental email inquiries in a timely manner.
∗ Perform periodic reports and maintain department/division scorecards for reporting purposes.
∗ Represent school district on various working groups, maintain close professional relationships with local counterparts and participate in relevant professional associations.
∗ Coordinate and/or oversee the planning, and administration of building codes inspections and plan examiner inspections.
∗ Prepare correspondence, memos, reports, and other documents relative to assigned functions; resolve issues with purchase orders and requisitions, solicitations, contracts, agreements, etc.
∗ Interface with internal and external customers, agencies, vendors and suppliers to organize, track, resolve complex issues and
problems.
∗ Keep the department heads informed of critical issues within the section and assigned area of responsibility.
∗ Establish and maintain effective working relationships with schools, departments, management and the public.
∗ Maintain department online plan reviewing, permitting and inspection software programs to ensure functionality that meet operational standards.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.

∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.

Non-bargaining Unit Compensation Plan, twelve months, 8.0 hours per day.
