Overview

To provide leadership and decision making for all aspects of the Payroll Department. Work as a team member to ensure that the SAP Upgrade project from 4.0B to version 4.7 is successful by determining the best payroll business practices for the organization as a whole. Manage and supervise to ensure effective teamwork when meeting payroll deadlines, producing efficient output and integrating with other departments to ensure proper work flow, while maintaining the integrity of the school district.

Responsibilities and Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree from an accredited institution in accounting, finance, business administration, business management or a related field.
  2. Five (5) years of experience in ERP systems and the associated payroll business processes and two (2) years of supervisory experience required.
  3. Experience working with large payroll systems in the public sector.
  4. Experience validating system information is preferred
  5. Intermediate to Advanced level excel experience is preferred
  6. Experience with configurating systems and applications is preferred


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge and commitment to decentralized decision-making, and accountability for results. Ability to work and communicate effectively with senior management and the end users (schools and department personnel); ability to analyze business processes within the Payroll Department in order to provide recommendations for improvements that achieve expected ends/results. Analytical skills for reviewing information, identifying important payroll issues and formulating alternative solutions to problems in area of responsibility. Knowledge of SAP HR module and payroll operational processes; ability to remain current with changing payroll technology as it relates to SAP HR processes and operations. Ability to think and function logically in a multi-tasking environment. Partnering skills to successfully achieve ends/results. Ability to clearly understand the payroll vision and strategies that management is striving to achieve. Ability to provide leadership to other members of the Payroll Department.

PHYSICAL REQUIREMENTS:

PERFORMANCE RESPONSIBILITIES:
* Manifests a professional code of ethics and values.

* Models the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
* Provides leadership as a member of the Payroll Department responsible for managing the payroll tax functions within the department with an understanding of problems and solutions as they relate to the current and future business environment.
* Demonstrates competency applicable to identifying legal requirements that are directly linked to the payroll operational and business goals of the district.
* Formulates or modifies procedures to solve complex payroll problems based on new tax laws and legislation.
* Creates process changes by integrating new processes with existing ones, and communicates new reporting and reconciliation procedures for payroll processing during upgrades.
* Develops and conducts web-based, group, and one-on-one private payroll trainings for all levels of employees regarding law, audit procedures, processes, record keeping, and district/union contracts.
* Updates and maintains payroll technical training documentation for work location supervisors and payroll preparers throughout the district.
* Serves as a primary liaison between the Business Process Specialist and the Payroll Department to ensure compliance with IRS regulations, garnishments, and tax shelter annuities, as well as other Federal and State requirements
* Direct, oversee and evaluate every direct report regarding productivity in achieving expected district priorities.
* Plans and directs a system of feedback and evaluation of the payroll processes function to determine its responsiveness to the learning communities, district departments and the schools.
* Provides leadership of the SAP related business system upgrade for the Payroll Department to ensure that all required linkages of the business system are compatible and integrated with other business areas.
* Implements, manages, monitors and reports on the overpayment claims system. Monitors compliance issues for the Florida Retirement System to ensure correct contribution amounts are applied
* Assists in developing and implementing Payroll Integrated Business Plans
* Keeps the Director, Payroll Services informed concerning issues and incidents about which he/she should be aware.
* Demonstrates ability to work independently to become proficient in the use and understanding of new applications to provide recommendations for payroll process improvements in SAP.
* Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the ends policies and the schools district charter guidelines.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
