Overview

To provide leadership and supervision of district services for grant development and compliance while providing support for seeking, securing, and stewarding entitlement and competitive grant funding to assist school and district leaders with achieving district goals.

Responsibilities and Qualifications

QUALIFICATIONS:


1. Bachelor’s degree from an accredited institution. Master’s degree preferred.
2. Three (3) years of educational leadership administration, management, and/or supervisory experience preferably with grant development and compliance and research initiatives preferred.
3. Five (5) years of experience working with the management of local, state, and/or federal grant development and compliance.
4. Experience in the management of large and complex projects and working with others in a collaborative manner to establish goals and objectives, develop action plans, conduct data analysis, meet critical deadlines, and share results

KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrated experience and ability to lead local, state and/or federal grant initiatives. Demonstrated knowledge of grant development and financial compliance procedures, regulations and current educational trends. Demonstrated ability in planning, developing, implementing, and monitoring tasks, projects, and processes related to all areas of responsibility in compliance with local, state and/or federal requirements. Demonstrated knowledge of finance, budget development and implementation of local, state and/or federal grant guidelines and compliance regulations. Demonstrated knowledge of and ability to use a tracking database that follows the lifecycle of a grant. Demonstrated knowledge of processes and sources of grant funding opportunities. Demonstrated knowledge about collaboration with community agencies and organizations in working toward agreed upon outcomes. Demonstrated skill and experience in writing and presenting information in a variety of formats to administrators, teachers, support staff, parents, business partners, and members of the community. Demonstrated ability to independently plan, execute, and monitor completion of tasks and projects according to established timelines. Demonstrated ability to work, communicate, and collaborate effectively with internal and external stakeholders to focus resources (both human and financial) toward the achievement of expected results. Demonstrated ability to adapt to changes in priorities and work assignments. Demonstrated ability to facilitate group processes, engage in conflict resolution, planning, and decision-making to build consensus and develop goals.

PHYSICAL REQUIREMENTS:
Describes physical conditions of this position.

WORKING CONDITIONS:
Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES:
* Manifest a professional code of ethics and values.
* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.
* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.
* Establish clear and measurable goals for all relevant areas of responsibility and develop and manage departments’ annual scope of work to ensure alignment throughout the year with department targets and office priorities.
* Develop and manage the processes for generating grant awarded dollars and for ensuring compliance of those resources identified as necessary for districtwide functions.
* Assist funding agencies, organizations, learning communities and schools with the development of grants supporting the district goals.
* Evaluate department staff in terms of their performance responsibilities and provide job-embedded professional development that is directly related to the growth of their leadership skills and their performance responsibilities.
* Analyze, interpret, and use data to regularly monitor the progress of grants and special projects.
* Ensure updated documentation is produced and available for all processes directly related to areas of responsibility.
* Represent the office and district in internal and external presentations, meetings, conferences, and community events.
* Assign, manage, and execute the completion of tasks and projects through monitoring systems within designated timelines.
* Ensure that the development and implementation of procedures and processes are in place to meet critical local, district, state, and federal requirements, monitor these processes for compliance, and clearly communicate requirements to stakeholders involved.
* Provide support to district leadership regarding current trends, best practices, and promising innovations in state and federal grant applications and compliance regulations.
* Provide professional development to stakeholders to develop and write grant proposals in support of identified needs and district goals.
* Provide leadership, assistance, technical expertise and support services in working with internal and external stakeholders in all operations and functions of grants and special projects initiatives consistent with district goals.
* Support collaborative working relationships with other district divisions and departments (e.g., Legal Services, Finance, Communications, Federal Programs, Human Resources), the Foundation for Orange County Public Schools, and external stakeholders to ensure compliance with all initiatives.
* Plan, manage, and monitor the fiscal responsibilities of the department.
* Keep the supervisor(s) and other key people informed of critical issues about which they should be aware.
* Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS.
* With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day

EVALUATION:
Performance on this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
