QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to conduct and prepare written and presentation materials for due diligence and analysis of sites for development. Knowledge and experience in planning, tracking, evaluating, and reporting on real estate due diligence, long term and short-term facility use issues and issues related to a large capital building program. Knowledge and experience in the development and implementation of long-term use agreements. Ability to use GIS mapping software to provide technical mapping support. Ability to support a group of technical experts and facilities staff in the development, implementation and utilization of automated information management systems while minimizing disruption to ongoing operations. Knowledge and adherence to governmental and contractual reporting requirements and audit procedures. Skilled in oral and written communications. Skilled in customer service/satisfaction.

∗ Develop and maintain a database of pertinent due diligence activities for real estate development and capital building programs.
∗ Coordinate with and manage outside consultants and vendors to ensure timely delivery of due diligence materials.
∗ Develop, compose, and implement use agreement agreements and maintain a database of statistical information related to use agreements.
∗ Manage all operations and functions within the unit consistent with district goals.
∗ With and through staff, develop plans and identify expected outcomes/results for each section in the unit.
∗ Facilitate communication between facilities and internal and external stakeholders.
∗ Provide accurate and timely information as requested.
∗ Manage the successful implementation of projects within the area of responsibility.
∗ Oversee the development and management of schedules.
∗ Assure that due diligence is used to ensure that all projects are completed with the highest level of quality possible, always considering life cycle costs.
∗ Interface with OCPS departments including Construction Planning, Facilities Planning, Maintenance, Construction Services, Fiscal, ICTS, Safety, Transportation, and other units, as required.
∗ Follow the district’s policies and procedures as related to the capital building program.
∗ Provide complete and accurate reports in accordance with the Facilities Director’s requirements.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

Performance of this job will be evaluated in accordance with provisions of the board’s policy on evaluation of personnel.
