To provide leadership and supervision of district services in the areas of educational assessment, data management, analysis, and other test development and measurement initiatives to assist school and district leaders with achieving district goals.
QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES:
Demonstrated knowledge of educational tests and measurements, psychometric analysis, test construction, data management, analysis, and reporting strategies. Knowledge of assessment design, including application of appropriate statistical procedures, data analysis, and interpretation of results. Demonstrated skill in facilitating the creation and implementation of high-quality educational assessments and psychometric measures. Demonstrated understanding of principals and application of psychometrics. Demonstrated skill in the use of computer applications and statistical and data analysis software (e.g., Excel, SPSS and STATA preferred). Demonstrated skill and experience in writing technical reports. Demonstrated experience in the presentation of the assessment creation process, assessment results, and research and evaluation findings to groups such as administrators, teachers, support staff, parents, and members of the community. Demonstrated ability to work, communicate, and collaborate effectively with internal and external stakeholders. Demonstrated ability in planning, developing, implementing, and monitoring tasks, projects, and processes related to all areas of responsibility in compliance with local, state, and federal requirements. Demonstrated ability to adapt to changes in priorities and work assignments. Demonstrated ability to facilitate group processes, engage in conflict resolution, planning, and decision-making between school and district leadership to build consensus and develop goals.

∗ Develop, administer, and support a system to create, edit, administer, score, report, archive, and update assessments as needed in a structured and organized manner.

∗ Analyze, interpret, and use data to regularly monitor the progress toward district goals.
∗ Assign, manage, and execute the completion of tasks and projects through monitoring systems within designated timelines.
∗ Ensure updated documentation is produced and available for all processes directly related to areas of responsibility.
∗ Ensure that the development and implementation of procedures and processes are in place to meet critical district, state, and federal requirements (e.g., management of local, state, and national assessments), monitor these processes for compliance, and clearly communicate requirements to district departments, area offices, and schools.
∗ Support collaborative working relationships with other district divisions and departments (e.g., Legal Services, Communications, Human Resources), and external stakeholders to ensure legal compliance with all department initiatives, including the organization, creation, and usage of assessments.
∗ Plan, manage, and monitor the fiscal responsibilities of the department.
∗ Evaluate department staff in terms of their performance responsibilities and provide job-embedded professional development that is directly related to the growth of their leadership skills and their performance responsibilities.
∗ Keep the supervisor(s) and other key people informed of critical issues about which they should be aware.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Develop leadership in subordinates.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
