Overview

To ensure environmental compliance with governmental regulations and to maintain a healthy and safe environment for OCPS staff and students.

Responsibilities and Qualifications

QUALIFICATIONS:



  1. Bachelor's Degree from an accredited institution or any related education, training and/or experience which provides the required knowledge, skills, and abilities to perform the essential job functions.

  2. Must have five (5) years of successful experience in the environmental arena or related field.

  3. Must have a valid drivers’ license.

  4. Certification in 24-hour Hazwoper is preferred.


The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to detect and identify environmental concerns, knowledge of environmental sampling protocol, ability to analyze environmental samples and interpret results. Ability to work and communicate effectively with building administrators, staff, students, community members, federal, state, and local government regulatory agencies, and inter-personal skills required. Possess proficiency in the ability to read and interpret local, state, and federal environmental regulations, technical documents, and the Florida Department of Education (DOE), State Requirements for Education Facilities (SREF). Knowledge of environmental concerns (such as, proper handling of chemicals and hazardous waste, indoor air quality, asbestos, permitting requirements, etc. Ability to effectively implement, coordinate and direct projects with contractors, school administrators, construction, and maintenance employees. Knowledge of and commitment to decentralized decision making and accountability for results. Possess excellent verbal and written communication skills. Proficient in all Microsoft Windows Based Applications. The ability to write and edit standard operating procedures, newsletter, training materials, PowerPoint presentations, etc. The ability to handle conflict resolution in a professional and diplomatic manner without compromising the district’s core values.

REPORTS TO: Director, Environmental Compliance and Sustainability Coordination

SUPERVISES: May supervise out-sourced professionals in a variety of environmental projects.

PHYSICAL REQUIREMENTS:
Describes physical conditions of this position.

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

90 Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.

Note: Will total more than 100 percent as several activities may be performed at one time.

WORKING CONDITIONS:
Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

PERFORMANCE RESPONSIBILITIES
∗ Manifests a professional code of ethics and values.

∗ Maintain compliance with all Environmental Regulatory Agency's rules and regulations.
∗ Maintain compliance with all Hazmat standards regarding labeling, communicating, identifying, storing various hazardous chemicals.
∗ Responsible for implementation of a district-wide specific Environmental Strategic Plan.
∗ Conduct facility inspections to identify environmental problem areas and modify processes that are in non-compliance.
∗ Provide facility environmental management support services to handle day-to-day operational problems.
∗ Communicate requirements of applicable environmental regulations to management and define appropriate corrective actions.
∗ Develop and implement environmental strategies and action plans that ensure district sustainable development.
∗ Lead the implementation of environmental policies and practices.
∗ Audit, analyze and report environmental performance to internal and external customers and regulatory bodies.
∗ Carry out impact assessments to identify, assess and reduce the district’s environmental risks and financial costs.
∗ Promote and raise awareness, at all levels of the district, of the impact of emerging environmental issues, whether legislative or best practice, on corporate, ethical, and social responsibility.
∗ Manage the implementation of an environmental management system.
∗ Negotiate environmental service agreements and manage associated costs and revenues.
∗ Prepare environmental reports.
∗ Develop training programs and instruct all employees in environmental subject matter, such as radon, regulated waste, indoor air quality, asbestos, lead-based paint, environmental compliance on construction sites, and other technologies.
∗ Manage special projects as requested.
∗ Interpret technical data and implement a course of action based on that data.
∗ Coordinate action for removal or encapsulation of hazardous materials.
∗ Investigate potable water complaints.
∗ Give technical support for environmental sampling events related to water, wastewater, and soil, building materials, indoor air quality and hazardous materials.
∗ Implement and direct procedures for the disposal of classroom science materials, classroom science chemicals and hazardous and non-hazardous materials.
∗ Recommend specifications for instrumentation and other technical devices for use within the Department and other departments.
∗ Investigate and remediate Indoor Air Quality challenges. Develop strategies, and coordinate work by outside contractors and OCPS personnel.
∗ Plan and direct the removal and replacement of contaminated building materials as identified by indoor air quality reports (mold, mildew, moisture intrusion and heavy accumulation of dirt in inaccessible areas).
∗ Investigate sewer-related and noise complaints and give technical support to the remediation of the complaints.
∗ Develop and implement sampling techniques as specified by regulatory agencies.
∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
∗ Follow the district’s policies and procedures as related to fixed assets.
∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

EVALUATION
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
