To provide timely and accurate plan review and inspections of School District construction projects for compliance with relevant codes and standards consistent with the District’s goals. To provide timely and accurate plans reviews and inspections of code and standards compliance of construction projects in conformance with the contract documents consistent with the District’s goals.

Responsibilities and Qualifications


  1. Bachelor’s degree in architecture, engineering or construction from an accredited institution and two (2) years of demonstrated experience in the field of building construction with building inspection or plans examiner experience or,

  2. Associates degree in architecture, engineering or construction from an accredited institution and three (3) years of demonstrated experience in the field of building construction with building inspection or plans examiner experience or,

  3. High school diploma and five (5) years of demonstrated experience in the field of building construction with at least three (3) years of such being experience in building inspection or plans review corresponding to the building trades indicated above.

  4. Applicant must possess a State of Florida standard licensed as Building Codes Plan Examiner or Inspector in at least one (1) discipline of either Building, Mechanical, Plumbing, Electrical or, in accordance with Florida Statute 468, be qualified to obtain a license in at least one (1) discipline within one (1) year, with the ability to obtain licensing in the remaining three disciplines within five (5) years after being employed by the district. Preference will be given to applicants who are currently licensed in two disciplines of construction inspection or plan examiner with the ability to obtain licensing in the remaining two disciplines within three (3) years after becoming employed by the district.

  5. Newly hired plans examiners/inspectors will be required to obtain and additional license every two (2) years to ultimately have licenses in all four disciplines. Training will be provided by OCPS.

Knowledge, training and experience in the administration of technical code enforcement. Knowledge of trade discipline to which assigned including all applicable codes. Working knowledge of DOE regulations and experience in the implementation of Florida Statutes and State Requirements for Educational Facilities with regard to design and construction of educational facilities. Current knowledge of SBC, Florida Building Code, NEC, OSHA, EPA, NFPA, Florida Energy Code, Florida Accessibility Code, FEMA and ASHRAE. Skilled in plan review and administration of technical codes on multiple projects occurring concurrently. Ability to detect defects in materials and work quality, and in plans and specifications. Ability to operate an automobile in order to visit construction sites as necessary to resolve plan changes and deficiencies. Ability to interact with management and classified personnel and make sound technical decisions. Skilled in oral and written communications with a focus on customer service. Ability to maintain compliance records, prepare and present oral and written reports of a technical nature. Experience with building construction methods, materials and processes.

REPORTS TO: Facilities Manager, Building Code Compliance

SUPERVISES: No direct supervision, however, will provide consistent code interpretations and guidance to OCPS and contracted inspection staff within the specified discipline.

90 Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.

Note: Will total more than 100 percent as several activities may be performed at one time.

Conditions the worker will be subject to in this position.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

* Manage all operations and functions within the unit consistent with district priorities and District goals.
* With and through staff, develop plans and identify goals for each section in the unit.
* Review plans and specifications for compliance with applicable laws, codes, and accepted industry standards.
* Perform site inspections to resolve conflicts regarding deviations from approved plans and specifications, provide plan/code interpretations, and/or provide guidance and technical assistance to inspectors.
* Consult with architects, engineers, project managers, contractors and other interested persons to explain code requirements and resolve design and construction problems.
* Attend pre-construction meetings to provide technical input regarding codes, standards, and inspections.
* Participate, when requested, in the District's formal review of construction drawings, specifications, and other project documentation.
* Assist in solving field problems through recommendation and coordination with the Project Management team.
* Provide necessary information for any pending litigations.
* Participate successfully in training programs offered to increase skill and proficiency related to the assignments.
* Review current developments, literature and technical sources of information related to job responsibility.
* Ensure adherence to good safety procedures.
* Keep the Facilities Manager, Building Code Compliance informed of critical issues within the unit and incidents about which the Superintendent and/or the Board should be made aware.
* Keep abreast of new code developments and facilitates staff training in specified discipline.
* Inspect contractors work to ensure compliance with contract documents, approved shop drawings, State Board of Education Rules, all applicable codes, standards and approved practices for quality control.
* Prepare inspection reports utilizing written materials, photographs, video and other media to document contractor compliance with contract requirements and applicable codes and standards.
* Monitor all testing performed in the field; i.e.), soil test borings and compaction tests, concrete slump tests, monitor special testing in the laboratory if required.
* Observe inspections provided by municipal and other jurisdictional authorities relative to work in right-of-ways, off site or other project specific requirements.
* Monitor project progress in relation to construction schedule and report quickly all unacceptable work, provide re-inspection and report on the contractor’s correction of defective work.
* Attend and participate in field meetings with project consultant, contractor and Facilities Department personnel as requested.
* Assist in the development of departmental inspection checklists, protocols, guidelines and procedures.
* Assist in the inspection and evaluation of candidate properties facilities being considered for district purchase/use as needed.
* Provide occupancy inspections and certifications as required by the State requirements for educational facilities.
* Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s initiatives, and the school district’s charter guidelines.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

Perform other relevant duties and responsibilities as assigned by the supervisor.

* Essential Performance Responsibilities

Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
