To provide timely and accurate plan review and inspections of School District construction projects for compliance with relevant codes and standards consistent with the District’s goals. KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge, training and experience in the administration of technical code enforcement. Knowledge of trade discipline to which assigned including all applicable codes. Working knowledge of DOE regulations and experience in the implementation of Florida Statutes and State Requirements for Educational Facilities with regard to design and construction of educational facilities. Current knowledge of SBC, Florida Building Code, NEC, OSHA, EPA, NFPA, Florida Energy Code, Florida Accessibility Code, FEMA and ASHRAE. Skilled in plan review and administration of technical codes on multiple projects occurring concurrently. Ability to detect defects in materials and work quality, and in plans and specifications. Ability to operate an automobile in order to visit construction sites as necessary to resolve plan changes and deficiencies. Ability to interact with management and classified personnel and make sound technical decisions. Skilled in oral and written communications with a focus on customer service. Ability to maintain compliance records, prepare and present oral and written reports of a technical nature. Experience with building construction methods, materials and processes.
REPORTS TO: Facilities Manager, Building Code Compliance
SUPERVISES: No direct supervision, however, will provide consistent code interpretations and guidance to OCPS and contracted inspection staff within the specified discipline.

* Consult with architects, engineers, project managers, contractors and other interested persons to explain code requirements and resolve design and construction problems.
* Attend pre-construction meetings to provide technical input regarding codes, standards, and inspections.
* Participate, when requested, in the District's formal review of construction drawings, specifications, and other project documentation.
* Assist in solving field problems through recommendation and coordination with the Project Management team.
* Provide necessary information for any pending litigations.
* Participate successfully in training programs offered to increase skill and proficiency related to the assignments.
* Review current developments, literature and technical sources of information related to job responsibility.
* Ensure adherence to good safety procedures.
* Keep the Facilities Manager, Building Code Compliance informed of critical issues within the unit and incidents about which the Superintendent and/or the Board should be made aware.
* Keep abreast of new code developments and facilitates staff training in specified discipline.
* Inspect contractors work to ensure compliance with contract documents, approved shop drawings, State Board of Education Rules, all applicable codes, standards and approved practices for quality control.
* Prepare inspection reports utilizing written materials, photographs, video and other media to document contractor compliance with contract requirements and applicable codes and standards.
* Monitor all testing performed in the field; i.e.), soil test borings and compaction tests, concrete slump tests, monitor special testing in the laboratory if required.
* Observe inspections provided by municipal and other jurisdictional authorities relative to work in right-of-ways, off site or other project specific requirements.
* Monitor project progress in relation to construction schedule and report quickly all unacceptable work, provide re-inspection and report on the contractor’s correction of defective work.
* Attend and participate in field meetings with project consultant, contractor and Facilities Department personnel as requested.
* Assist in the development of departmental inspection checklists, protocols, guidelines and procedures.
* Assist in the inspection and evaluation of candidate properties facilities being considered for district purchase/use as needed.
* Provide occupancy inspections and certifications as required by the State requirements for educational facilities.
* Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s initiatives, and the school district’s charter guidelines.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.

TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
